Short answer: The IRD says tax pooling clients pay their provisional tax to registered intermediaries, who deposit it into an account with the IRD. The IRD holds the payments until the intermediary says where to transfer them, and treats a transfer to your account as a tax payment from the date it was paid into the pool. Until the intermediary transfers the payment, your tax obligations are not met.

What can be paid through a pool (IRD list)

Stages and timing (IRD)

Until funds are transferred to your account you may still get reminders and overdue statements. Late payment penalties and use-of-money interest do not apply until after an income tax assessment. For voluntary disclosures with no assessment, approval is needed and you apply in writing.

Interest

Intermediaries may pay interest; resident withholding tax must be withheld unless the client has a certificate of exemption. Interest paid to or by an intermediary is tax deductible.

Link to the early payment discount

The IRD's first-year page says using tax pooling funds for payments for the income year is one way to qualify for an early payment discount (if other criteria are met).

FAQ

Does pooling stop penalties? The page says penalties and interest do not apply until after an assessment while funds are in the pool, but obligations are not met until transferred. Ask an adviser how deadlines work for you.

Is it for GST? The page lists some non-income-tax obligations; we did not read the details.
